E-Invoicing in Mauritius: Key Insights from the MRA FAQ

E-invoicing has become a significant aspect of modern business operations in Mauritius, particularly following the implementation of the e-Invoicing system by the Mauritius Revenue Authority (MRA). This blog post will explore key insights derived from the MRA's FAQ document on e-invoicing, highlighting its operational framework, obligations for businesses, benefits, and compliance requirements.

What is E-Invoicing?

E-invoicing is the process of generating invoices and associated documents in an electronic format. This system facilitates the seamless transfer of billing information among sellers, buyers, and tax authorities. The MRA's e-invoicing system comprises two main components: the Electronic Billing System (EBS) used by taxpayers to generate electronic invoices and the Invoice Fiscalisation Platform (IFP) that registers these invoices for fiscal purposes.

How Does the E-Invoicing System Operate?

When an invoice is generated, its details are transmitted from the EBS to the IFP for fiscalisation. The IFP then registers the transaction and issues an Invoice Registration Number (IRN) along with a QR Code, which is included in the fiscalised invoice provided to the customer.

Who Must Issue Fiscal Invoices?

All individuals or entities engaged in economic activities specified by the MRA are required to issue fiscal invoices. Notably, e-invoicing is not limited to VAT-registered persons; it also applies to non-VAT registered entities.

Implementation Timeline

The e-invoicing project is being rolled out in phases. The Developer's Portal was launched in June 2023, with mandatory e-invoicing made applicable for businesses with a turnover exceeding Rs. 100 million with effect from May 2024. This requirement will gradually extend to other taxpayers.

EBS software developers and solution providers must register, customise, test, and self-certify their EBS for compliance with the MRA e-Invoicing system.

Phase 2

Economic Operators must customise their EBS, register for e-invoicing on the MRA portal, pass tests, and on-board their EBS for fiscal invoice issuance.

Although the MRA has not released any further statements regarding the e-invoice criterion mandate, the table above provides an effective overview of all the phases.

Key Benefits of E-Invoicing

E-invoicing offers numerous advantages, including:

  • Automated processing: Streamlines invoice management.
  • Faster VAT refunds: Accelerates cash flow for businesses.
  • Pre-filled VAT returns: Reduces administrative burden.
  • Enhanced tax compliance: Promotes voluntary adherence to tax regulations.
  • Paperless storage: Minimizes physical document management.
  • Compliance Requirements for Businesses
  • To comply with e-invoicing regulations, businesses must:
  • Acquire a compliant EBS capable of generating electronic invoices.
  • Ensure reliable internet connectivity for data transmission.
  • Register their EBS on the IFP to receive an identification number.

Businesses already using an invoicing system may need to upgrade their systems to ensure compatibility with the IFP or acquire new solutions if their current systems cannot be adapted.

Conclusion

The transition to e-invoicing in Mauritius marks a significant step toward digitalizing business transactions. For a more detailed explanation, please refer to the official link.
